The quick version:

1. Sign up
3. Complete an offer. They currently have a few decent offers that some people would actually want to do. Cool. So I signed up for the Advantage Language CDs. You can also get a good deal on Blockbuster online, a credit card (I don't endorse this), etc.
4. Refer 20 people. These people also must complete a deal. To my knowledge, they don't have to refer 20 people to qualify you.
