What an attacker could do

Discloses rewrite rules, access restrictions, authentication directives, and protected directory locations, helping an attacker bypass controls or locate hidden resources.

How to defend it

Configure the server to deny serving files beginning with .ht (Apache does this by default; verify the directive is intact) and prefer main config over per-directory .htaccess.
