What an attacker could do

Terraform state stores resource attributes and often plaintext secrets (DB passwords, access keys, private IPs), giving an attacker a full inventory and credentials for the cloud infrastructure.

How to defend it

Store state in an encrypted, access-controlled backend such as S3 with bucket policies and never serve it from a web directory; rotate any secrets found in state.
